Scientific-Technological Innovation and High-Quality Economic Development

Linking scientific-technological innovation with high-quality economic development is a complex process. So far, there has been little research from the academia on the functional mechanism and internal law of scientific-technological innovation related to high-quality economic development. Based on the review of the relevant literature at home and abroad, this paper sorts out the research context of scientific-technological innovation in the deductive development of economic growth theory, and summarizes and extracts the core connotation of high-quality economic development. Focusing on the theme of scientific-technological innovation and high-quality economic development, this paper reveals the internal law of scientific-technological innovation that promotes high-quality economic development from such six aspects as total factor production efficiency, high-quality products and supply service, upgrading of industrial structure, upgrading of consumption structure, resources and environment, and promoting of social equity. On this basis, this paper puts forward policy suggestions at the microscopic, mesoscopic and macroscopic levels so as to realize the high-quality economic development driven by scientific-technological innovation. From the microscopic perspective, research and development enterprises, universities, scientific research institutes and other institutions should have their creativity enhanced. From the mesoscopic perspective, the levels of industrial chain, value chain and the growth pole of regional scientific-technological innovation should be raised. From the macroscopic perspective, China should have its overall scientific-technological competitiveness enhanced in the world and eventually realize the high-quality economic development driven by scientific-technological innovation. In view of the new issues of scientific-technological innovation related to high-quality development, this paper proposes six issues worthy of in-depth discussion, such as establishing the standards and boundaries of innovation, keeping the orientation of scientific-technological innovation, and improving the conversion rate of scientific-technological innovation achievements.
